In reply to your letter of the 12th. instant, which together with your minute of the Fth. ultimo has been laid before the Governor, His Excellency directs me to refer you to Colonial Regulation 212 which sets out the procedure to be observed by any individual who desires to aldress the Secretary of State for the Colonies. I am to add that the terms offered you by His Excellency are in accordance with the instructions of the Secretary of State and are not of His Excellency's own invention, but that the Governor would not wish to hold you to an acceptance of the terms contained in the letter from this department No. 4 in 4507 /10 of the 31st. of last August, if your acceptance was given under a misunderstanding.
